All human difficulties and challenges are more or less related to those two. Every nation-state has established public welfare services to relieve some part of those problems on the basis of social solidarity, although it is ostensibly thought to be individual responsibility to cope with our private lives in modern liberal society.\nAlong with Japan’s rapid economic growth and demographic aging of its population, a new framework of welfare policies was formed in accordance with two categorical types of benefit like income and care security, as well as with four types of target persons including the poor, the elderly, the handicapped and the children in need of care. \nHere this article introduces a panoptic view of the welfare policies of Japan and analyzes, reflecting this new slant, the structure and the function of providing system which is comprised of pension schemes, public assistance, child allowances, nursing-care insurance for senior citizens, care-services for the handicapped and children.
